You are absolutely right. And it goes even further than that. In all of selling you can never assume that someone will or someone won't- and that certainly goes for recruiting. Qualifying should be all about finding reasons why someone might and why they might not. These are just guesses that you log in the back of your mind, and then try to get actual determinations while you talk with them. Test those assumptions with tactful questions. That's the key.
